The S&P 500 Index closed at 1710.15, a gain of 0.4%, near a one-month high. This rise reversed early-day losses of 0.7% before the ascent amid encouraging news about budget talks. “It’s this real neurotic, schizophrenic trading that we’re seeing based on the developments or lack of developments in Washington,” said Donald Selkin, chief market strategist at National Securities Corp.
